The Joint Technical Secretariat (JTS) is a public establishment, set up by the Ministry of the Interior of the Republic of Lithuania with the function of technical assistance to the Latvia, Lithuania and Belarus Cross Border Cooperation Programme within the European Neighbourhood and Partnership Instrument (Programme). In Latvia, the Ministry of Regional Development and Local Government of Latvia is responsible for the implementation of the Programme.
The person, employed by the JTS to work in its Branch Office in Daugavpils will ensure sufficient provision of information about the Programme in the eligible territory of Latvia: Latgale region. He/she will work in Daugavpils on full-time basis.


Requirements to candidates: knowledge of Latvian and English, higher education diploma and proficient working experience in the fields of communication, public relations, journalism, public or business administration or relevant, knowledge of Latvian legislation and EU policies.

Branch office of the Joint Technical Secretariat in Latvia (Daugavpils)


Public establishment, the Joint Technical Secretariat (further referred to as JTS), with the office in Vilnius, responsible for providing technical assistance to the Latvia, Lithuania and Belarus Cross Border Cooperation Programme within the European Neighbourhood and Partnership Instrument (further referred to as Latvia-Lithuania-Belarus Programme) seeks an employee, who would work in the JTS Branch Office in Latvia. The employee will work on a full time basis from Daugavpils. The main functions of the Branch Office will be related, but not limited to the communication of the Latvia-Lithuania-Belarus Programme in the Latgale region, Latvia.

Latvia-Lithuania-Belarus Programme
The European Neighbourhood and Partnership Instrument was established by the Regulation No 1638/2006 on the 24th of October, 2006, which applies from the 1st of January, 2007 till the 31st of December, 2013. In Latvia the European Neighbourhood and Partnership Instrument succeeds the INTERREG Neighbourhood programmes funded from the European Regional Development Fund and the TACIS programme in the period from 2004 to 2006. 
The Latvia, Lithuania and Belarus Cross Boder Cooperation Programme within the European Neighbourhood and Partnership Instrument was adopted by the EC Decision K(2008) 8113 of the 18th of December, 2008.
The priorities and measures of the Latvia-Lithuania-Belarus Programme are set in the Latvia, Lithuania and Belarus Cross Boder Cooperation Programme within the European Neighbourhood and Partnership Instrument, Chapter 4.
Potential applicants and project partners under the Latvia-Lithuania-Belarus Programme are bodies and institutions, specified in the Latvia, Lithuania and Belarus Cross Boder Cooperation Programme within the European Neighbourhood and Partnership Instrument, Chapter 9. Additional requirements regarding the eligibility of beneficiaries and partners are specified in the Guidelines for Grant Applicants for each call for proposals.
Latgale region is the only eligible Latvian territory in the Programme. The eligible areas in Lithuania are: Utena, Panevėžys, Alytus, Vilnius and Kaunas counties. The eligible areas in Belarus are: Vitebsk, Grodno, Mogilev and Minsk oblasts.

Organisational structure
The implementing bodies of the Latvia-Lithuania-Belarus Programme are: the Joint Monitoring Committee, the Joint Managing Authority (Ministry of the Interior of the Republic of Lithuania), Latvian National Authority (Ministry of Regional Development and Local Government of Latvia), the National Authority in Belarus and the JTS. The JTS is a public establishment set by the Ministry of the Interior of the Republic of Lithuania.
Establishment of the Branch Office in Daugavpils is aimed at ensuring efficient and comprehensive communication on the Latvia-Lithuania-Belarus Programme, mainly focusing on the eligible territory of Latvia: Latgale region.
The full-time labour contract will be concluded with a person, who will then become an employee of the JTS acting as the Branch Office of the Latvia-Lithuania-Belarus Programme in Latvia. The Branch Office of the JTS will operate in Daugavpils.
Overall objective of establishing the Branch Office
The overall objective of employing the person in JTS, who will act as the Branch Office in Latvia is as follows:
To actively contribute to JTS activities by conducting efficient communication of the Latvia-Lithuania-Belarus Programme aimed at potential beneficiaries, project implementers, media and general public of Latvia and, when necessary, of other countries in accordance with the Communication Plan of the Programme.
JOB DESCRIPTION
Tasks of the Branch Office
The tasks of the Branch Office will include, but will not be limited to:
A. active contribution to the JTS activities in informing Latvian potential beneficiaries about funding possibilities, the priorities and the requirements of the Latvia-Lithuania-Belarus Programme;
B. helping the Latvian potential applicants in finding relevant project partners in Belarus and/or Lithuania and to help potential applicants from these countries in finding relevant partners in Latvia;
C. active contribution to the JTS activities in advising Latvian beneficiaries and project partners about proper implementation of the projects and reporting;
D. promoting the Programme and its achievements in Latvia and, when necessary, other countries;
E. active contribution to the JTS activities in organising _events, meetings and media campaigns in Latvia and, when necessary, other countries;
F. translation and interpretation from/to Latvian to/from English when needed;
G. collecting the information necessary for the monitoring of the projects implemented in Latvia and for presenting the results of the projects in public and in front of public bodies;
H. contribution to the JTS activities in conducting other tasks under the provisions of the Latvia, Lithuania and Belarus Cross Border Cooperation Programme within the European Neighbourhood and Partnership Instrument and the Communication Plan of the Programme. 
Requirements
The candidate shall have a higher university degree or equivalent in the field of communication, public relations, journalism, public administration, business administration or other relevant field. He/she must possess good organisational, administrative and communication skills. He/she must be capable of working individually, showing initiative and has to be problem solving and goal oriented. He/she has to be fluent in Latvian and English. Knowledge of written and spoken Russian or Lithuanian would be treated as advantage.  
The candidate has to be computer literate (MS Word, Excel, Power Point, Outlook) and an efficient user of Internet. Public writing ability and presentation skills will be treated as advantage.
The candidate must be well acquainted with the eligible area of the Latvia-Lithuania-Belarus Programme and be aware of the Latvian legislation and regional development strategies and priorities. He/she must be able to demonstrate the knowledge of the EU Neighbourhood policy and the European Neighbourhood and Partnership Instrument innitiative.


The candidate must be travel proof and preferably have the driving license, as he/she will spend not less than 10% of his/her working time travelling in the eligible territory of Latvia and, if necessary, other countries.


The candidate must be independent and free from conflict of interest in the responsibilities accorded to him/her.


Professional experience
The expert shall have at least 3 years of professional experience. He/she should have an experience of working with international programmes or projects and/or in the fields of public relations or journalism. Experience of working for/with public institutions would be treated as advantage.
Previous experience of working with the EU funded projects or programmes would be an advantage. Previous experience in the field of communication would be an asset.
Commencement date & Period of implementation
The intended commencement date is the date when the labour contract will be signed and the period of implementation of the contract will be 24 months from this date, with the possibility of prolonging the contract for 12 months two times.
Remuneration
The person shall receive salary corresponding to his qualification and skills.
SELECTION PROCEDURE
Submitting applications
The candidates applying for the position of the Branch Office in Latvia at the JTS, must submit the following documents:

• A short essay in English and Latvian (up to 3000 characters with spaces each), presenting one communication project implemented by the candidate (e.g. a campaign, event, etc.).

Interviews
Basing on the application documents submitted, up to five successful candidates will be invited for an interview in front of the trilateral Joint Employment Task Force (consisting of the representatives of the Joint Managing Authority, the Latvian and Belarusian National Authorities, and the JTS). The interviews will take place in Vilnius. JTS will cover the expenses of the candidates, related to travelling to and from the interview.
The preliminary date for these interviews is first half of October, 2010.
The successful candidate will be selected after the interviews. If he/she refuses to occupy the vacant position, if the Employment Task Force shall decide so, the second best and, subsequently the third best candidate will be offered the job.
